TOP華語文能力測驗由國立臺灣師範大學「國家華語測驗推動工作委員會」（華測會）負責測驗之研發與推廣，特別為有意在說華語文的國家讀書、工作或從商的人士而設計。自2003年12月正式對外開辦考試，至今考場遍布海外各地，為全球華語學習人士提供一套具公信力的國際級語言測驗。

TOP華語文能力測驗共分4個等級，包括「基礎」、「初級」、「中級」及「高級」，考生可以依據自己的學習背景選擇適合自己程度的卷別來報考。通過測驗者，將獲頒華語文能力證明，可作如下多種用途：
（1）可作為外國學生申請「臺灣獎學金」之華語能力參考標準。
（2）可申請入學臺灣各大專院校之華語能力參考標準。
（3）可作為僑胞子弟申請「海外聯招會」回臺入學，免試地區之華語文成績參考標準。
（4）可作為外國人士工作所需之華語能力證明。

美國洛杉磯地區將於2008年3月29日星期六下午二點到四點於巴沙迪納市立學院(Pasadena City College)及爾灣市南海岸中華文化中心(SCCCC)同時辦理「基礎」、「初等」、「中級」及「高級」正式測驗，「基礎」測驗報名費18美元，考試完畢後寄發成績單。「初等」、「中級」及「高級」正式測驗報名費原價40美元，海外7折優待為28美元，通過者並頒發正式證書。另外教育部對考試成績優異者，將提供赴台華語課程優待等相關獎助。杉磯地區測驗報名時間自即日起至3月15日額滿為止，並於3月20日前以郵件寄發應考通知。歡迎美西地區華語學習人士踴躍報名參加，團體報名另有優惠，報名及相關問題請洽駐洛杉磯台北經濟文化辦事處文化組，電話:213-385-0512，傳真:213-385-2197，電子郵件: info@tw.org。

The Test Of Proficiency-Huayu (Chinese) is sponsored by the Taiwan Ministry of Education and developed by the National Taiwan Normal University, and the Steering Committee for the Test Of Proficiency-Huayu (SC-TOP). The TOP, designed for non-native speakers of Chinese, is held one time each year.

The purpose of TOP is to measure the Chinese proficiency of non-native Chinese speakers. No specialized knowledge or vocabulary is required. Currently, the test evaluates listening and reading skills and is offered in a computer-based format. Separate tests are designed for three different levels of language proficiency – basic, intermediate, and advanced. Eligible test takers will be given a certificate of rank 1-7 in accordance with scores.

What is TOP used for?
Eligible test takers will be given a certificate indicating the respective level and rank of the examinee.
The certificate can be used as an official document when applying to academic programs at colleges, universities, and graduate institutes in Taiwan. Moreover, test results can serve as a measure of Chinese proficiency for language level placement at language centers throughout Taiwan. In addition, the certificate can be used as proof of Chinese language ability in job applications.

The Test Of Proficiency-Huayu for Beginner, Basic Level, Intermediate Level and Advanced Level will be held both at Pasadena City College in Los Angeles and at South Coast Chinese Culture Center in Irvine on March 29, 2008 at 2:00-4:00 pm.
